One-Time AI Lip-Sync Editor Needed for 16 to 30 Second Video

I need a video editor or AI video specialist for a one-time freelance project. I have an existing 9:16 vertical video of a person speaking, along with a separate replacement audio track that I already recorded. I need actual AI mouth/lip reanimation so the video matches the new audio. This is not normal voiceover replacement, not captions, and not translation dubbing. I need the mouth movement adjusted to match my provided audio. I will provide: Existing vertical MP4 video Replacement WAV or MP3 audio track Desired final export specs Notes on timing and wording Final delivery should be a clean 1080 x 1920 vertical MP4 suitable for Instagram Reels, TikTok, and YouTube Shorts. This is a paid test project. If the result is good, I may hire for additional short-form videos.

Requirements: Must have experience with AI lip-sync, ADR, dubbing, or mouth reanimation tools. Must be able to use my provided replacement audio track and sync the person’s mouth/lips to that audio. Must not simply overlay new audio without lip-syncing the mouth. Must be able to work with 9:16 vertical MP4 video. Must export final video as 1080 x 1920 vertical MP4. Please include the exact tool or workflow you plan to use, such as LipDub AI, Sync.so, Runway, or another AI lip-sync tool.
